I think, and this is from a single person's-no one's parent perspective, that the "tell" for the moment is :
"There she was standing at my doorstep looking great and healthy and so happy to see me."
"... looking great and healthy and so happy....."
She is doing something right, and has been doing so for a while.

How long this has been and how long it will go on remains to be seen, and it is still all on her.
Goodmom, I think you still gotta put her on the bus.
Imo, she's had the home option too many times, let her work through this, she is smart, she can do this, and if she needs
security deposit or something then maybe help that way.
Or if that's just throwing good money after bad, so be an encouraging ear, pair of eyes and keep your hands in your pockets and your heart out of your mouth.

Please keep in mind that I have no experinace with family issues

I am soooo glad you had this time with her and I hope in a while, this can happen for you both and the dogs
[YAY!] more often.
