I am going to have my daughter call him and tell him he can either meet me to get the Power of Attorney notarized or I will have to take it to court and they will probably take her away from him forever. I have found threatening to involve the law is a good motivator.

I would think it over real good before I would threaten him.  If not, the young girl may end up on the bad end of the stick by ending up on the street with him or being put in a foster home.  I would chat with an attorney to see if you have any legal rights before doing anything since you are not a family member.  I'm thinking this guy is just looking at you as the babysitter according to his behaviour that you have described.  It may also be better if you deal with this guy yourself instead of having your daughter do it since the young girl is living with you????

Just my opinoin but I would give it a little time at least until you get some legal advice.  Right now the child is in a safe, warm, loving environment and that is what counts, bless her little heart.
